in the recent past, technologies have become availabe that can virtually do what you see in science fiction shows when the operator is told to magnify. still it needs originals with no or little compression.
please, you may try to search for "image restoration", or "deconvolute", and you will find some hi-tec you need to get optical information that is much more precise. at least you may find someone to guide you to the solutions. these tools (proprietary and also experimental open source) are not absolutely easy to operate, but investigative work is sophisticated, too, so it is worth the effort.
(I do not speak of the well-known "sharpen" function that anyone has already!)
sorry, if this seems somewhat off-topic, but I consider it essential for the matter, when I see pictures of so much differing quality, that I know can be changed.
