I thought pouring water in your eyes helped get rid of the tear gas?

"Tear gas" is not actually a gas, but a micro-particulate spray. That is, what comes out is a really fine powder. The best analogy is the dust from sand storms: everything gets covered in a very fine layer of the stuff.

But what about water, then? Water splashed onto skin will cause the tear gas micro-particles to dissolve, and thereby be able to permeated into the skin more easily. However, water can be used at high power (e.g. from a hose) to wash off the tear gas particles. This is probably where the confusion arises.
