There's no Big Conspiracy. There are simply lots of organisations such as half a dozen secret services, companies with links to the state, 'secret' societies with high profile members, cartels, international institutions. Unfortunately they are not all part of the same unifying conspiracy - they all have their own internal politics and agendas and often step on each others' feet or may do something deliberately to spite another one.
If they were all part of the same conspiracy it would be so much easier - all you'd have to do is find out who is at the top and take them out. This is what nazis believe and they believe that Jews are at the top. It's a lot more complex than that.
When the Queen says that there are forces at work which we know nothing about then she is referring to branches of the Secret Services which are completely unaccountable and persue their own agenda. It's not some shadowy group at the top of everything - just internal politics again.
