David Shayler is a former member of MI5 (Britain's domestic security intelligence agency) who became disillusioned, quit, and started spilling secrets.
Since the government is having a hard time shutting him up, it's doing the next best thing: muzzling the media.

"Military intelligence" is a contradiction in terms. Shaylor should have gone further and exposed all British agents along with their dirty, cowardly deeds. The greatest service he could have performed to humankind would have been to to hand over a complete list of these "intlleignece" scumbags to the freedom fighters they are spying on.
