On Friday, Aug. 17, 2002, a reporter noticed rail flatbeds with numerous tanks and other military equipment on a siding in California. Also in California, more tanks and equipment were seen on railflatbeds in the desert areas. And from Arizona, there were numerous military helicopters conducting manouvers and exercises over the Colorado River(which forms the border between California and Arizona). Some were reported flying dangerously low over the river, which was crowded with weekend boaters.
