I think as the government has already suggested, it will start by introducing these ID cards to the people who can't resist - school children who are too young to know better and don't have the authority to disagree (with headmasters and parents) and people who need benefits to survive. (and asylum seekers who are moving here to protect their own lives and therefore have no choice).
