Update on European Social Forum

The Italian organisers are defining the structure and agenda of the ESF, partly in closed negotiations with the sponsors. A European Council will be appointed in Vienna next week. (This mail includes some material posted earlier).


At the World Social Forum in Porto Alegre, someone (it is not clear who) decided to organise a separate Social Forum for each continent. The European Social Forum is planned for Florence (Firenze) in November.

The reasons for the existence of such large assemblies of social movements are simple. First, the organisers hope to establish their credibility as 'The Leaders' of these large social movements. Second, they also want to define some form of political programme for the movement, according to their own priorities. That does not mean the organisers are a monolith - but only well-organised and well-funded groups can be exercise influence in the preparation of large international meetings. Third, the Social Forums are an opportunity for official institutions to influence their opponents, with strategies of co-optation. The World Social Forum was partly controlled by the Ford Foundation, the Canadian Foreign Ministry, and the German Green Party (of Foreign Minister Joschka Fischer). The initiative came primarily from Attac, a group close to French premier Lionel Jospin.

In the case of the European Social Forum, the organisers want to establish themselves as 'the leaders of the European social movements'. They want to become a negotiating partner of the European Union / European Commission. They probably hope for some official recognition of this status, - and perhaps subsidy from the European Commission. (Note that there was already a body called the European Social Forum in 1997/1998, it was a consultative group with the European Commission).

It appears that the European Social Forum in Florence will be a semi-official meeting, under the patronage of the Region of Toscane (Tuscany). Apparently the President of the Regional Administration - Claudio Martini of the Democratic Left - took the initiative to invite (and subsidise) the ESF. He was present at the World Social Forum in Porto Alegre, leading an official delegation. A clever man, several steps ahead of politicians in other countries, he saw the voter potential of the anti-globalisation movement.

France and Italy were the two possible locations of the European Social Forum. According to Italian media reports, Florence was chosen because...
- the French organisers (ATTAC) had compromised themselves, by their close alliance with the Jospin government.
- the Regional and City governments in Florence had more to offer than the other 2 possible venues, Venice and Naples.

Exactly who takes all these decisions is clouded in secrecy. Possibly the decision to locate the ESF in Italy was taken in Porto Alegre, by 'a delegation of European social movements'. However, there is no public record of this meeting, or the participants. Martini may have offered Florence as a location at that time.

In any case the choice of Florence has aligned the European Social Forum with the 'Democratic Left' party, and made it part of Italian domestic politics. Here is Martini's decision to welcome the ESF, on 24 April

The City of Florence (Firenze) is also involved. The party of premier Berlusconi, Forza Italia, opposed the ESF, but not as strongly as you might expect. This is the motion of their councillors from Berlusconi's party Forza Italia, opposing the ESF

In a meeting with Claudio Martini on 17 April, the representative of the Italian Social Forums (Vittorio Agnoletto) gave assurances about the structure of the ESF - in defiance of all the propaganda about it being an 'open' structure. Martini demanded that the meeting should include a dialogue with 'the institutions' and insisted on a special role for the social organisations in the Region (meaning: his own party and its allied NGO's).

So the 'organising meetings' for the ESF in other countries are unreal. They have nothing to say about the content of the ESF - it is all being decided in Italy. The organising committee in Italy is taking all the decisions about the ESF - about who to exclude, about censorship, and about co-operation with the sponsors. They are negotiating deals about the structure of the ESF, and its agenda. The committee includes representatives of the Communist Refoundation, and associations aligned with the Democratic Left. These two parties, both of them descended from the old Communist Party of Italy, are the main political influence on the ESF, at least in Italy itself.

Interesting detail: the decision was taken by a group of six people meeting at the Rimini congress of the Communist Refoundation, Prc. At a meeting in Vienna on 12 May, the 'European Council' will decide the date and more details. It's not clear who this 'Council' is, and if meets separately from the publicly announced co-ordination meeting in Vienna.

The six people are

Pierluigi Sullo - Carta
Alfio Nicotra - Prc representative at the Italian social forums
Tom Benetollo - national president of the Arci
Marco Bersani - Attac Italy
Bruno Paladini of the Cobas (union local committees).

Here is the report from Il Manifesto of 07 April 2002, which gives the name of Salvatore Cannavò instead of Bersani.

Il Forum sociale europeo dovrebbe svolgersi a Firenze tra novembre e dicembre prossimi. La notizia arriva dal congresso di Rifondazione comunista a Rimini, dove è presente il «gruppo di contatto» composto da Alfio Nicotra e Peppe De Cristofaro (Prc), Pierluigi Sullo, direttore di Carta, Salvatore Cannavò, vicedirettore di Liberazione, Tom Benetollo, presidente dell'Arci, e Bruno Palladini, del Movimento antagonista toscano.

Ma la decisione formale arriverà nel riunione dei Social forum italiano del 21 aprile. In quella sede si discuterà anche il programma del Social forum europeo. Gran parte dell'evento sarà impostato l'11 e il 12 maggio a Vienna.

These people are the 'leaders' of the European Social Forum, for the present at least, unless someone deposes them. In any case some important decisions have already been made about the structure of the ESF.

It will not be open to individuals. Only groups and organisations can attend.

The agenda is (so far) limited to these points:
- the creation of a Citizen's Charter for Europe in opposition to the constitutional models forwarded by the EU;
- an agenda of mobilisations against war, militarisation of politics and the production and trade of weapons in the EU;
- Europe's role in the world with particular attention to CEE, and the Mediterranean area;
- organisation of cultural events and mass demonstrations in new forms.

This means a huge range of issues is off the agenda, especially controversial issues like terrorism. (Probably the organisers want the ESF to issue an unconditional condemnation of terrorism, without any discussion). Some reports suggest that organisations must also support the World Social Forum Charter, or perhaps for the Appeal of the Social Movements at Porto Alegre. Probably people will not be asked to sign a 'loyalty oath' to the WSF at the door. However, the organisers might use the Charter, as a reason to exclude groups they do not like.

It is apparently the intention to nominate a 'European Council of the European Social Forum' during the preparatory meeting in Vienna 11/12 May. It is not clear who will select the members of this Council, or how they are nominated. Perhaps they will be self-nominated during the open preparatory meeting, perhaps privately chosen by the Italian organising committee.

Il modello Siena è un esempio per l'Ocse, Ceccherini ottiene un convegno mondiale Nel mese di giugno, per qualche giorno, passeranno da Siena le politiche mondiali nel settore dell'agricoltura. Siena ospiterà infatti un convegno internazionale sotto l'egida dell'OCSE-OECD (Organizzazione mondiale per la cooperazione e lo sviluppo). Lo ha deciso ieri a Parigi l'organismo direttivo dell'istituzione economica (la stessa che dà le pagelle di crescita a tutti gli Stati) nel corso della riunione del gruppo di lavoro sulle politiche territoriali nelle zone rurali, organizzata dal comitato delle politiche di sviluppo territoriale. Erano presenti i rappresentanti di Francia,Spagna, Olanda e altri trenta Paesi aderenti. In questa occasione è stato presentato il rapporto predisposto dall'Ocse sul modello di sviluppo senese, frutto di oltre un anno di lavoro condotto con una serie di incontri tra esperti internazionali, forze economiche locali e istituzioni. The DS have been in power in Tuscany since the end of WW2
like 57 years. they started out as the partito communista Italiano (PCI) evolved into the Partito Democractico dis Sinistra (PDS) and later the (DS). It's an un interupted riegn that has become a hegemony. The DS are like a bunch of facsists. Their partner in crime is the oldest bank in the world the Banca dei Monte Pasci di Siena, the oldest bank in the world, organized crime since 1472.
The people behind the bank are top nob NWO types and siena is a mecca for conspiracy theorists, split into masonic zones,(contrada's) the place stinks of freemasonary and occult power. MPS also owns Banca di Toscana, BNL and others and was the second biggest reccycler of mafia money before it bought the No 1 recycler Banca di Sicilia, i guess they now have the monopoly on thhat sector of the market ?
Tuscany is in effect a regime within a regime, both cater for big business and the mafia, one is left and one is right.
Claudio Martini, talks a good game and to see him in his shirt sleeves casuually mixing it with the punters, you would think he was sound. But the regional government is the pits.

I don't quite understand

Your article is full of presumptions, which suggests that it is written in bad faith. You don't explain your angle on the idea of social forums, are we to assume that you don't have one! You need to make your views clear on this and present some ideas of your own.

Of course there are going to be problems with such large scale undertakings that is why we need to get involved in a wide debate. These gatherings need to be made as democratic as possible and input should be sought from all forces opposing the current order. Such input needs to be given in good faith, presumptive criticism is the worst kind and leads us nowhere. How about being a bit more constructive.

The World Social Forum sought 'help from all forces'. That turned out to mean premier Jospin of France, premier Verhofstadt of Belgium, a representtaive of President Chirac's office, the Ford Foundation, German foreign minister Joschka Fischer, the Canadian foreign ministry. Their press centre was financed by among others, the Danish Ministry of Foreign Affairs, the European Commission, the Finnish Ministry of Foreign Affairs , the German Ministry for Economic Development and Cooperation, the Italian Ministry of Foreign Affairs, the Netherlands Ministry of Foreign Affairs, and the Norwegian Ministry of Foreign Affairs.

That is not the opposition to the present world order - that IS the present world order.

Unless there is a dramatic change between now and November, the ESF will be in the same style. That is good reason to oppose it.

Paul is right the Italian left had it's boat well and truly sunk by berlusconi, they are clinging to the flotsam like ships rats. Ready to jump onto any passing scam that will save them. The social forum and other simla groups will do nicely thanx, like the good up standing politicians that they are, they do a nice line in second hand grandma's.
At the same time all sorts of dodgyness is occuring in the region, Siena will be host to OCSE in July.
So on the one hand Martini is going for the street creds and backing the Euro forum and with the other he is pulling the
corporate plonka and getting into bed with OCSE /OECD
who are one of the design team for Globalisation, well keeps things well balanced I suppose.
The Province of Siena is being hailed as a model of rural sustainability, which sux big time.
Since the introduction of intensive agriculture in the sixties, 35 years of next to no maintainence have left the famous tuscan hill sides with serious erosion problems.

As it happens Blair, had three or four holidays in Tuscany,
first as a guest of geoffry robinson, then as some old counts,(strozzi). New labour and the DS being much of a much.
Blair also attended the Palio at least once, the historical horse race which takes place twice a year in Siena, with loads of pagentary/heraldic ceremony ect Its really a front for a veryy private meeting of the worlds top bankers and other NWO types, which is very likely the reason that Blair and his family had to suffer Tuscany in august three years running.

Paul, it seems rather strange that your views about the WSF don't appear to be shared by most of the activists and organizations that actually attended. While I have heard some criticism (constructive at that) about the event and the way in which it was organized, most reports have been extremely positive. By most accounts the real work takes place outside of the formal structure anyway, when like-minded individuals and groups can discuss strategy and tactics with no set agenda getting in the way.

The groundwork for many future actions was laid during the course of the WSF and many new radical alliances were formed.

Jospin certainly doesn't seem to have benefitted very much now does he?

I fear the European Social Forum would support all of these principles, which is another good reason to oppose it. The legitimacy of the nation state, especially the Italian nation state, is an item the ESF organisers want off the agenda.

Statement from the MRG concerning the ESF

As you are all well aware by now, there is also another evolving political space in Europe and around the world involving the various Social Forum processes. There are now so many Social Forums driven by so many contradictory forces that it has become extremely confusing, both for
activists in our movements as well as people "in the street." For example, in addition to the recent World Social Forum in Porto Alegre, there was a parallel parliamentary Forum, while in Barcelona, a Barcelona Social Forum
has been created which is dominated by institutionalized political parties and unions. Both are called Social Forums, but they are driven by very different political coalitions and forces. This is not even to mention the processes in Barcelona revolving around the Mediterranean Social Forum
(2003) or the Forum of Cultures (2004)!

Each Social Forum process has its own particular characteristics and internal dynamics. In Barcelona, the heavily institutionalized Barcelona Social Forum has been completely overshadowed by the grassroots, anti-capitalist driven Campaign Against the Europe of Capital. However,
many of the groups and collectives within the campaign took part in the World Social Forum in Porto Alegre, and several are currently promoting the European Social Forum which will be held in Italy this coming November or December.

What is the position of MRG-International surrounding all these confusing and contradictory Social Forum processes?

First of all, we should stress that we favor decentralized, grassroots, non-hierarchical processes and perspectives anywhere and everywhere. Given this perspective, our current priorities are the European Social Consulta and the facilitation of PGA in Europe. Moreover, as MRG-International, we clearly promote an anti-capitalist position. However, we also believe it is
vitally important to also participate in wider anti-neoliberal and non-institutionalized political spaces, and we therefore share the view recently expressed by our colleague in Geneva that grassroots anti-capitalist groups should take part in these broader spaces. From our
perspective in Barcelona, we are less worried about being marginalized politically or criminalized, although we realize this still a legitimate concern in many other parts of Europe. More importantly, we think it is vital to proactively bring an anti-capitalist AND an anti-authoritarian perspective to these spaces, both to make that sure that our views are readily available to the growing number of people, many of whom are
becoming politicized for the first time, who are taking part, and ALSO to make sure that the forums (and the broader movement itself) are as grassroots, horizontal and democratic as possible.

Second, colleagues from Barcelona and Madrid recently attended the first preparatory meeting for the European Social Forum in Brussels. They commented that the preparatory meetings are open to anyone who wants to
participate, and that the more radical, assembly-based (though not necessarily anti-authoritarian) sectors are setting the tone (much more so than in the World Social Forum process). We believe that the ESF represents
both an opportunity- to promote an anti-capitalist, democratic and anti-authoritarian perspective- but also a danger- it is a high profile event that can be easily co-opted by institutionalized or, more likely in
this case, other hierarchical forces from the non-institutionalized left. For both these reasons, MRG-International feels it is important to have a
presence in the European Social Forum process (to be distinguished from the Barcelona Social Forum), even if the ESF is not our major priority.

Finally, we should address the kind of participation we are talking about. Again, we agree with our colleague from Geneva who says that it is important to participate in the social forum process, but from a critical perspective. This is what we mean by always promoting and defending
anti-capitalist, directly democratic and non-hierarchical principles. With regard to the European Consulta, this means taking advantage of the European Social Forum space to make contact and create synergies with other like-minded groups and collectives who want to work on the Consulta
Process. With regard to the Forum itself, we want to bring our perspective to the entire process, but we also want to specifically propose the creation of an "autonomous, but connected" space for grassroots, anti-capitalist and anti-authoritarian groups, movements and networks within the Forum.

This proposal is based on our experience at the recent World Social Forum in Porto Alegre, where some of us from MRG-International took part in a space called the "Intergalactic Laboratory," that was organized as part of
the "youth camp." Grassroots activists and collectives from France, Britain, Germany, Italy, Brazil, Argentina, the United States, Canada, many of them currently or previously connect to the PGA process, took part in a
parallel series of workshops and conferences dealing with issues such as direct action tactics and strategies, grassroots organizing, alternative media, global networking, etc. We felt the space was extremely positive and
productive. We were able to share experiences and ideas, make new contacts and provide an alternative perspective and organizing model to the official forum. Together with a large group of activists inspired by PGA from Sao
Paolo, Rio and other parts of Brazil (some of whom participated in the intergalactika space, while others took part in an alternative anarchist conference), we also organized direct action against some of the most
offensive elements of the official World Social Forum: the participation of French Ministers from the Socialist Party, and the VIP room. Clearly stating that we were not opposing the Forum itself, but rather its more hierarchical, non-directly democratic elements, we "pied" two of the
ministers at a press conference, and then massively occupied the VIP room with the Brazilian Samba Band (a fascinating mix of black block, pink block and tutti bianchi styles and tactics).

The only negative part of the whole thing was the feeling by some of us that, in the end, certain groups wanted to use the intergalactika space to forge yet another global network and/or that some may view it as a way to attract and "coopt" more anti-authoritarian elements of the movement. The
way to prevent this from happening is precisely to participate in and clearly define this space at future World and Regional Social Forums.

Our proposal, then, is to help create a similar "parallel, but connected" grassroots, directly democratic and non-hierarchical space at the European Social Forum where like-minded groups can share experiences, ideas and
tactics, and work on common projects, such as the European Social Consulta. This would allow us to participate in the broader forum, but clearly define our non-hierarchical, anti-capitalist perspective. The proposal is not
meant to foment the creation of yet another network (MRG-International is already committed to PGA), but rather to provide a space for radical, directly democratic groups to share ideas and experiences and to promote
our political views and perspectives within the broader European Social Forum Process. It is also important not to define this as a "youth" space, which would minimize its political force and legitimacy (and also resembles
a classic strategy of the hierarchical left- communist youth, etc.).

Finally, It is also important to remember that as MRG-International, our major priorities are the PGA Europe network and the promotion of the European Social Consulta. In terms of upcoming regional gatherings, then,
our major organizing efforts will revolve around the European PGA Gathering in Holland in September, the Consulta Promoter Group meeting in Barcelona in October and the First European Social Consulta Gathering in February 2003. We encourage all like-minded grassroots, anti-capitalist groups to get involved in these regional processes (in addition to our going local organizing). However, we would also like to have at least a minimal presence in the European Social Forum process and promote the proposal outlined above together with other like-minded collectives and networks who
also want to take part in the ESF, particularly those from Italy and Southern Europe for whom it will be easier to participate.
