this is the result of years of government underspending in education generally and science research specifically.
if scientiscts cannot recieve money to carryout impartial research, then scientists must gain funding from corporations, the result being that the businesses that fund the research are able to skew the data. However the government also engages in this practice.
I think that the best way to deal with problem would be for the education budget to be enlarged, and adminstered by a politically independent office.
I also believe that this would not cost the taxpayer significantly over the long term, If the government retains some degree of control over the patentable infomation.
