M15 call to do descentralized actions in Barcelona

DAY OF DECENTRALIZED ACTIONS

The Barcelona Campaign against Capitalist Europe
calls for a day of decentralized actions during the
inauguration of the European Council Summit. The
scenario proposed for the 15th is an armored Hotel
Juan Carlos at the end of a militarized Avenida
Diagonal with 10,000 anti-riot police.

Under these circumstances, we think it is much more productive to avoid the predictable pitched battle along the Diagonal, and are instead opting for decentralized actions.

In addition, we should take into account that the police strategy during recent Global Days of Action has been what we might call a “bearhug.” That is to say, a tight police circle surrounds demonstrators, sometimes even outnumbering them, and makes their movements invisible in the urban space, while the press obscures their demands in the space of mass media. This strategy has gone extremely well for them. This is what happened in the last Reclaim the Streets in London, and during recent summits in Brussels, Munich and New York, and also in Caceres and Santiago de Compostela. The only price they pay is the image of an “occupied city” and police arrogance. The dangers of this image are neutralized with much success by accusing us of being terrorists in training (or of being terrorists directly).

Noeone should expect to have freedom of movement during the demonstration on Saturday the 16th! Given this situation, the movement should go back to a strategy of CREATIVITY AND DECENTRALIZATION, taking advantage of the surprise factor, local sympathies and the challenge of an disobedient, free and festive attitude. With a scheme of coordinated decentralization we can achieve:

-A much more complete visualization of our resistance, its diversity and decentralization, beyond the scheme of a medieval tournament offered by the police.

-Redefine the media moment (which we can’t afford to waste!) according to the rhythm of our local struggles. The key to this day of actions is that our sectorial and neighborhood struggles can take advantage of this media opportunity to make visiblize our diverse struggles: labor, neighborhood,
anti-speculation, freedom of expression, pro-bicycle, solidarity, against the destruction of the Collserola, against the external debt, against social control, against multinationals, for the creation of autonomous spaces of counter-power, etcetera....

-Reclaim the streets. Capture some air outside of the police lines to exercise our right to freedom of expression with greater freedom and reclaim the spirit of the carnaval against capitalism.

-Not mix spaces, as happened last year. Everyone in their own space, each with their own forms of action.

To acheive this everyone has to understand the philosophy of convergence and mutual respect behind this proposal. We still need more initiatives, and above all, coordination.

This Day of Decentralized Actions is a space where we can all coordinate, exchange information, propose ideas and not impose our own criteria on anyone. This has been the political culture of the global movement that has worked so well until now, and it is extremely important to deepen and expand it.

DON’T BE AFRAID! Every police strategy is based on the creation of a state of social exception, where people stay home and an activist elite confronts 10,000 police. We have to continue to be in the streets now, or it will be impossible in the future.
