Garbagegate and the Chief of Staff

a mystery is upon us with power that now seems irredemably adrift and Ad Hoc. Since when did the Prime Minister have a "Chief of Staff "?

The term came to my notice last night when following the TV debate about so-called Garbagegate, a term Blair may seek to regret if the Romanian steel sell-off questions continue. But it was left to his "Chief of Staff" to rebut the allegations, a post which, to my knowledge, does not exist, or must have been created very recently, certainly without consulting anyone.
USA presidents have chiefs of Staff; Prime Ministers have the Privy Council. Can someone confirm what is going on ?

I think its Lord of the Privy Seal, not the council as such. Not that the arcane deatils of the Breitish establishment count for much. I just want to be informed and consulted (ha, fat chance) if theyre to be replaced by a USA type structure. perhaps we could have a USA type revolution to go with it ?

It seems that Blair the Bizarre coined the term Garbagegate for the benefit of Rudy Guliani, who was in the Visotrs gallery of the House at the time. Does Blair think Guliani doesnt know what 'rubbish' is ?
