Garbagegate and the Chief of Staff

a mystery is upon us with power that now seems irredemably adrift and Ad Hoc. Since when did the Prime Minister have a "Chief of Staff "?

The term came to my notice last night when following the TV debate about so-called Garbagegate, a term Blair may seek to regret if the Romanian steel sell-off questions continue. But it was left to his "Chief of Staff" to rebut the allegations, a post which, to my knowledge, does not exist, or must have been created very recently, certainly without consulting anyone.
USA presidents have chiefs of Staff; Prime Ministers have the Privy Council. Can someone confirm what is going on ?
