It was common high end economic policy in the 1960s that the third world was due for developmnent, a neo colonisation was ordered,
the so called third world was now on the agenda for carving up, AKA development, the problem was how can the third world be developed without another great war, top capitalist think tanks & theorists know that for development to occur, populations must first be reshaped, decimated, relocated, to accomodate a developed society, WAR was always a easy tool to use to reshape the socialogical structures of countries in the past, for example world war two & world war one changed the shape & socialogical structure of Europe dramatically, but war is very costly.

Take note that the colonisation of North America was speeded up by the introduction of small pox to the native populations, colonialists knowingly traded blankets with the indians, being fully aware that the blankets were infected with smallpox, it is a historical fact that this occured, the Military commanders journals & log books of that time detail how settlers were to give the local indians small pox infected blankets, \"germ warfare in its earlier stages\".

Now what about the third world, how does one carve up this unconquored land for development, germ warfare was on the agenda again, the early research into virus\'s as weapons of war began again, full throttle in the late 1960\'s, the leading \"conservative\", economic advisors began there lobbying, in 1968, studies resulted in concluding that \"civilization as we know it would collapse shortly after the year 2000\", unless the population was seriously curtailed & restructured. Several recommendations were made to the ruling elite by the highly paid & \"respected\" doctors that worked for the WHO. The chief recommendation was to develop a microbe which would attack the auto immune system and thus render the development of a vaccine impossible. So in the early 1970\'s, Henry Kissinger wrote a top secret document -- a National Security Memorandum (\"NSM 200\") -- in which he indicated that \"depopulation should be the highest priority of US foreign policy towards the Third World.\" This Memorandum which can be obtained from the US National Archives, which was only declassified very quietly in 1990, was adopted by the National Security Council as official US foreign policy towards the Third World. \"Did any of you know that depopulation was considered a matter of US national security? Did any of you know that for the past 20 years, depopulation has been the highest long-range priority of US foreign policy towards the Third World? No you didn\'t, because it was classified, only in 1990 was this information finally released.

\"Reduction of the rate of population in these States is a matter of vital US national security.\" [National Security Memorandum, Henry Kissinger]

And we even have a map of those areas in which Kissinger indicates where depopulation would be desireable. It\'s all Third World countries it\'s all brown people and yellow people, of course.

\"The US economy will require large and increasing amounts of minerals from abroad, especially from less-developed countries. That fact gives the US enhanced interests in the political, economic and social stability of the supplying countries. Wherever a lessening of population can increase the prospects for such stability, population policy becomes relevant to resources, supplies and to the economic interests of the United States.\" [National Security Memorandum, Henry Kissinger]

Now, when Kissinger says \"economic interests of the United States...\" he means the interests of US corporations, which are in fact, multi-national corporations, with no loyalty to America whatsoever.
NSM 200, unlike other government documents on the subject, outlined \"international and political and economic implications of population growth...

Now, the next document was from the US Senate Library. It is a record of the Appropriations Hearing that was held in July of 1969, where the Department of the Army specifically requested and received $10 million to develop \"a synthetic biological agent that would impair or destroy the human immune system.\" This is from the US Senate Library. We also made reference to several published articles from the World Health Organization, written about the same time, which advocated similar kinds of research toward the development of \"a hybrid virus that could selectively effect the human immune system. Like it or not, these documents all exist. The Kissinger Memorandum, the Army Appropriations Hearing, the articles from the World Health Organization; these are official records -- facts of history -- that can not be disputed.

The orders were given to develop the microbe and to also develop a cure and a prophylactic. The microbe would be used against the general population and would be introduced by vaccine administered by the World Health Organization. The prophylactic was to be used by the ruling elite. The cure will be administered to the survivors when they decide that enough people have died. It will be announced as newly developed. This plan was called Global 2000. The cure and the prophylactic are suppressed. Funding was obtained from the U.S. Congress under H.B. 15090 where $10 million was given to the Department of Defense to produce \"a biological agent, an agent that does not naturally exist and for which no natural immunity could have been acquired.\"

The project was carried out at the Pentagon bacteriological warfare labs at Fort Detrick Maryland. Since large populations were to be decimated the ruling elite decided to target the \"undesirable elements of society first as a testing ground\", specifically targeted were the black, hispanic, and homosexual populations.

The African continent was infected via the \"smallpox vaccine\" in 1977. The U.S. population was infected in 1978 with the hepatitis B vaccine through the Centers for Disease Control.
