"Civil defence" Statue

I remember once reading minutes for a Cardiff Council meeting in the erly 80's in which the Labour-run council agreed to grant permission for a peace conference to be held in one of the council buildings on the condition that it was renamed a "civil defence" conference.

Wouldn't therefore surprise me if the council only agrees to grant permission on the condition it's called a "civil defence" statue. "Peace" is a dangerous word, see.
