from the Observer,16.9, - hundreds died who could have escaped due to the actions of apparent Port Officials

There was rising anger across downtown Manhatten as stories from survivors converged on the horrific truth: that staff had been instructed to remain or even return inside the South Tower after the first one had been hit. MOST WERE TURNED BACK BY OFFICIALS OF THE PORT AUTHORITY. Workers had looked across the divide after 8.48am at an inferno in their twin building and decided to make a run for it. They were told to remain in their seats. Others who had made it down stairwells towards the lobby giving out on the street,were told to run back upstairs, so during the crucial 15 minutes of escape, there as confusion and a two-way rush along the panic stricken arteries of life......
announcements urging people to go back up were being made on the 40th and 44th floors, apparently by Port Officials. People who worked in offices above the 93rd story would have been able to reach their workplaces only for the 2nd plane to plough into the tower beneath them - leaving them with no chance of survival.... Arturo Domingo had started down from the 60th floor, and was told to go back up by a man with a bullhorn. 'I really felt like punching that guy' he said......

It seems that a hijacked plane crashing into a people packed building wasn't enough to get things moving. It also wasn't enough when the US's Solicitor General called the Justice Department to report that his wife's plane had been hijacked. What could it have possibly have taken? Nothing could have move the IntelComm to act. Nothing!
