I dont get what you mean. If you click on the link YOU provided you can access the PDF files. There is loads of this sort of stuff available on US miltary sites. Check out "Joint Vision 2020". It's quite an enlightening read and tells of how the US must try to attain "full spectrum dominance" (cultural, economic and military dominance, from what I remember) by the year 2020. Very scary stuff.

The web-page containing the handbook files disappeared shortly after we discovered it. It re-appeared after my IMC posting.
