High Court Turns Back the Clock on International Nuclear Law

In 1999 three activists accused of property destruction on a nuclear submarine base in Scotland successfully argued that their actions were justified by international law. That case opened the door for others to challenge the legality of nuclear weapons. But a British High Court’s ruling throws that argument into question.

The above article was very interesting, but there are two points I would like explained more fully:

- Who are the 'International Court of Justice'? Are they self-appointed or have the British Government signed a treaty in the past accepting that their judgements should be incorporated into English/Scottish Law?
- Following on, to what extent are the British Government actually obliged to accept their judgements?
