When a new president comes in, he gets to choose his (or her maybe someday) cabinet AND the "political" appointees high in the various agencies are expected to resign (so they can be replaced) but the career civil servants do not resign and cannot so easily be replaced.
So how much control a new administration gains over this or that agency depends on to what extent high levels in that agency are political employees vs career civil servants and the agencies differ one from another in this regard. The State Department is mainly civil servants even up near the top with just the Secretary of State and ambassadors being "politicals".
So for the US, the State Department doing something does NOT mean the Secretary of State secretly wants that done (instead of the something else that he is saying).

Both the US and Russians really want a solution to this crisis in Ukraine. Ukraine is the largest country in that region and buts right up to the Russian border, its loss to European control throws up the possibility of a serious war. Russia will not allow the loss of control of such a large buffer between the EU and Russian Federation.
If this isn't resolved, Russia will take the Georgia option. The Russians don't want that, and the US cannot afford to intervene if that happens, because it would further broadcast a light onto its dwindling global influence.
So Ukraine losing its political way at this point is a serious menace to the people of Ukraine and other countries in the region, all of whom would be thrown into the maelstrom.
The US Republican Ron Paul has obviously been played by the Democratic spin machine, tapes like this are not leaked unless there is a reason to leak them. The US Assistant SoS Victoria Nuland talking in apparent confidence to US Amb. to Ukraine, Geoffrey Pyatt is simply 'bindweed', it allows the US to draw close quarter to the Ukranian issue in an attempt to load the public mind with the notion that the US has control over an issue they, in reality, have almost no control over. The 'weed' is the Ukraine, the bind is US political influence.
The problem both the US and Russia have is that the Ukranian issue is driven by raw nationalism, and as we can see through the media and TV, it is nationalism in heavyweight form. What the Ukranian's are doing is taking the gloves off and diving all in. This is how you do revolution.
What passes for revolution in the UK and US is horribly weak and feeble by comparison. Its ugly of course, but true revolutions look much like war zones. They always have done.
Revolution is not reform, reform not revolution.
The Ukranian's are leading the way and setting the tone. True, its nationalism which many find uncomfortable, but nevertheless, its how you do change.

The Ukraine needs to know and the EU, that the Imperialist Camp in the West in fact since the 1933 Nazis Military Coup-d'-etat provided the nazis with military material to destroy the Soviet Union a workers state, that is why they would not sign a Mutual Defense Pact with the Soviet Union.
Instead they gave Hitler 8 Billion dollars one day after Hitler invaded and conquored Czechoslovakia so he could control the Slovakia Arms Manufactury, which gave Hitler the largest arms military in Europe.
This was done after Hitler complained to PM Chamberlain's coaxing of Hitler to attack the Soviet Union. Hitler replyied he could not do it because he did not have the military might and armaments to do so.
Chamberlain then said that with the Skoda Armament Manufactury of Czeckoslovakia he would have the largerst Military Armament Might in Europe. Thusly encouraging Nazis Germany to invade Czeckoslovakia.
All counties in Europe had a non-aggression pact with Germany. It was only after the Imperialist Camp of Britain, U.s.A., France would not sign a USSR proposed non-aggression pact with the socialist USSR, but were instead sending war materials to Nazis Germany, that Stalin decided to sing a non-aggression pact. Countries such as Canada, U.S.A. Britian, France, Italy etc. that Stalin decided to sign a 'non-aggression pact with Germany was wrong.
If you take the time to read it, it says that both nations will not go to aggressive war against each other. It does not say other.
The lies that Stalin was in support of fascism and nazisism are just that complete and utter lies.
This non-aggression pact gave the workers state of the soviet union 22 months to move all its European industrial revolution behind the URAL Mountains, because they knew that none of Hitlers war machine could fly that far, and come back to Germany.
The red army of workers and peasants then moved the industrial revolution behind the URAL Mountains leaving nothing for the comming German Nazis Invasion. Scorched Earth left nothing for the German Imperialists just as they did for Napolean's Grand Army before.
This guaranteed that while Germany was being destroyed daily in the second world war the Russian peoples military was gaining strength each and ever day. That is how the Soviet Union defeated the battle hardened German Imperialist forces numbering 5,500,000 troops.
The 'big lie' that Stalin was worse than Hitler is being pushed even this time that Stalin was not for the victory of the workers and peasants, but was worse than Hitler who murdered the workers and peasants in Germany (2,000,000 Communists) is said by the Western Imperilist Rulers because they perfer fascist democracy to socialist society.
They perfer the swastika to the gentle cross of Jesus which abolishes the WMD--weapons of mass destruction before they are used.
Workers of the world unite!! End aggressive pollution wars, not endless wars for more and more pollution. Ye yet have a world to win!!
