Despite much blowback from prior attempts at this scam, for people that either were or are engaged - or paid - to guard society from bolshie threats, this way to cover up their own crimes or extend the power they abuse is akin to a kneejerk reaction. Most of all, those that are either employed by, take bungs from, or defraud cash from "commerce" or those that think "luck" has perhaps over-rewarded their efforts, shall we say.
Its use goes back, in current times, to when the Tsars bodyguard, once tasked with watching those "in the court" or the odd set of dodgy barons, were re-tasked with looking for poor people thinking seditious thoughts.
( There are, of course, pre-echoes in the uncelebrated career of the unscrupulous profiteer spymaster of a prior King Charles, who, it is alleged, framed a large number of people to swing his support from pro-catholic to a persecutor of catholics, then witches, then what seems the possible "sting op" - except a bit dodgier - of the "Fawkes" plot. We all "remember, remember. . . . gunpowder, treason, etc - but if you look, there are popular rhymes about Cecil that are far more interesting. People knew. )
The tsars "secret police" - as they soon were - quite fast were used by the dodgy criminal types they once were looking out for. In those days, the actual tsars were often reformers too nationally, but also globally (see HAGUE TREATIES 1899/ 1907 (preparatory for 1914(postponed)) - so the "natural enemy" of the worst of the barons, later industrial barons too (rosebud!) who were trying to prevent the freeing of the serfs, etc.
So a growing number of royalty were less challenged - openly - by barons, for the crown, more often murdered by "lone suicidal types" that were often, it is alleged - with a high degree of plausible factual background - puppets of those barons - or people "within the court" playing new "masters" off against old masters as they remained in charge of the lowly motor pool, you might say ( a bilko reference to add to the minderbindercatch22 references - but much nastier, also much more stupid.)
Abuse of position doesnt mean people are clever, neither does the equipment or techniques of the spymaster or the court functionary. These days, for a bit, that might mean almost a "charmed" set of stunning ploys - sight in the nation of the blind, etc - but forensics catches up, it took 30 years for the fact that the Brits had broken the most secret of the Nazi codes to come out (but it did), criminals dont hide under the skirts of "defence of the realm" for all time - but often the fact that they seem to have others covering up for them mean they get "clumsier then clumsier".
QUIS CUSTODIAT CUSTODIES - Who watches the watchers - as a phrase -was supposed to alert the population to the problem of paying people more when they shouted "wolf". . . . as much as the scams that might pay the watchers more.
But its also somehow a hint to the fact that these dodgiest watchers dont watch what they are doing much either. Its all too easy. . . . but then, all of a sudden, it isnt.
Most coups follow a certain pattern, in the twentieth century. Its perhaps interesting that this pattern holds true for the potential unadmitted failures as much as the 1950s era of coups that are documented.

But the pattern is clear - the problems of fraudsters that - despite bungles - might have got their loot re-invested into techniques to get customers "dumber then dumber", over the years, or distorted situations, nations researches, etc to that effect, for when their own "famed" powers of snake-oil charming mesmerism were faded. Complicities or blackmail of others as some cover, persecuting people to persecute people, refusal to accept that playing the same old ploys with new tech has limits, pseudo-groups of cheap "diabolical" stooges spun into cut-outs. . . . loads of other ploys alter over time, but when it comes back to somebody saying theres something criminal going on, the retort is always something like
