BP: its retail arm BP Retail UK does not have a web site, it uses an employment agency maccarthyrecruitment.com but again only management positions are advertised. Shop assistant positions are not advertised even with Jobcentre Plus, these positions are filled by a mystery process which excludes local workers.
The law does not state that vacancies have to be advertised but failure to do so could constitute a discriminatory act if prosecuted.

The situation is most obvious at smaller tesco Express stores- jobs aren't advertised on the wall and when I asked if any were available I was told to look at the website!!!!

all you have to do is print it off, fill it in, drop it off at whichever store you want to work at, and they'll contact you when they have any vacancies if they think you're worth considering for the work... same way it's been done for decades (well, without the interweb bit).
I don't see how this process excludes local workers, being as you have to actually physically hand the form in at the store.
