Warmongers in Sussex

WARMONGERS are holding a top level meeting in the West Sussex countryside from May 22 to 25. Top figures from the US and European military establishment are expected to be sitting down with arms manufacturers, safely out of the reach of public scrutiny.


The subject of the four-day conference at the Foreign Office's Wilton Park centre at Wiston near Steyning (a few miles from Brighton) is supposed to be secret. The public has lately been denied information on certain controversial events, after officials realised they were attracting opposition and even protests.

But a glance through the recent records on the website at www.wiltonpark.org.uk shows it could hardly be more obvious what is happening at the venue in the traditional late-May slot.

Two years ago, from Monday May 24 to Thursday May 27 2004, Wilton Park Conference WPS04/8, held in cooperation with the US Department of State, was on the subject of "Missile Defence And Europe: Transatlantic Perspectives". Speakers included the likes of Mark Schneider, Principal Director for Forces Policy, Office of Secretary of Defense, Washington DC; Kerry Kartchner, Senior Representative, US Department of State, Washington DC; Roberto Zadra, Deputy Head, Weapons of Mass Destruction Centre, NATO, Brussels; Kurt Strauss, Director, Naval and Missile Defense Systems, Raytheon Missile Systems, Tucson, USA; Richard Kirkland, Vice President, Corporate International Business Development, Lockheed Martin Corporation, Arlington, USA; and David Bond, Projects Director, BAE Systems, Farnborough.

Last year Wilton Park Conference WP782, from Monday May 23 to Thursday May 26 2005, was on "strengthening transatlantic cooperation on missile defences". The blurb stated: "What types of missle defence are required in Europe? What is the level of threat? What are the most effective and cost efficient systems? How should systems be acquired? What levels of cooperation with the US are eneeded and appropriate? Who will pay? Who will control the use of systems and where should they be deployed?" This event took place after the November 2004 protest march on Wilton Park, which severely rattled this secretive institution, and the actual programme for the event was no longer made available to the public.

This year we are simply told that Wilton Park conference WP815 will be taking place from Monday May 22 to Thursday May 25 2006 (note exactly the same timespan and positioning in the week), that "Details of this conference are available to participants only" and, furthermore, "Participation in this conference is by invitation only".

Said a spokesman for campaign group Close Down Wilton Park!: "Wilton Park is currently celebrating its 60th anniversary, having been set up after the Second World War to promote what it calls 'democracy', but what others would describe as the American-led neo-liberal military-industrial complex. "Its directors do not want the public to know what is going on behind its closed doors because it knows how disgusted people would be if they knew the truth. "Arms dealers, capitalists, the military and politicians think they can gather here, in the lap of luxury, without any scrutiny of their aims or ethics, and without anyone knowing what they are up to. "But we know they are there and we will not stop telling people what they are doing. We are calling on all opponents of war, military oppression and arms dealing to take autonomous action against the venue in whatever way they deem appropriate between May 22 and May 25."

Tom - have checked out the Wilton Park site as you suggest, and cannot see why you feel these people or indeed their delegates are warmongers. The content of the conferences listed seems broad based and directed at some very serious global issues. Even the defence related conference that IS listed is concerned with considering the proliferation of WMD - something that even pacifist activists would surely want some expert attention directed to.

Seems to me that the 'autonomous action' you refer to could do more harm than good to the cause in this case

I'm not sure if I'm reading it right, but on the dates you are quoting there seems to be a conference entitled 'CONCLUDING THE DOHA DEVELOPMENT AGENDA TRADE NEGOTIATIONS', without a weapon in sight!

Are you sure you want a protest at this event?

Last-minute change

Hmmm... Looks as if the meetings line-up has been changed very recently.This also happened a couple of years back when people started taking a critical interest... Info disappeared very quickly from their website.

Sorry for the confusion. The specific dates are obviously now wrong.

However, the first commentator's attempt to claim nothing dodgy goes on at Wilton Park is a bit rich! You don't have to look very hard to find some nefarious-sounding going-on or other.

Take, for instance, the event on June 15-17 entitled "Political Change in Latin America: Implications for The Region, US, EU and Asia-Pacific".
This is being held "in co-operation with the Foreign and Commonwealth Office with support from De La Rue" [the multinational currency-printing business].
The blurb reads: "How are the political dynamics of Latin America changing? Why? What does the so-called ‘shift to the left’ mean within and outside the region? Can political elites become more inclusive? Are democratic institutions threatened? What are the priorities for improving governance? What reforms of the judiciary and security services are needed? What roles can be played by the US, EU and China?"
What "democratic institutions" do you think they might consider under threat from "left-wing" governments that won't roll over to US corporate interests?
What exactly do they mean by "roles" that could be played by the US (first on the list!) or other foreign blocs in the way Latin American countries choose to run themselves?
One of the speakers (Friday June 16, 11am) is none other than Peter Mandelson, still shaping neo-liberal/neo-con policies behind the scenes as European Commissioner for Trade.
His speech will be entitled "How can the EU and US best encourage reform in Latin America?"
What sort of reform do you imagine he is talking about? Reform as in fairer distribution of wealth and land or "reform" as in ensuring the door remains open to US/European asset-strippers and loan sharks?

I don't want to rant, but quite honestly the whole Wilton Park is so obviously at the heart of the neo-liberal neo-colonial set-up, albeit wrapped up in smooth, reassuring jargon - trade liberalisation, development agendas, emerging markets and so on.
They do rope in the odd speaker from Oxfam or whatever, but this is the same shallow makeover job that they pulled with Sir Bob and Bono at the G8 last year.

We don't have to fall for this crap!

Maybe you should a closer and more critical look at their website!

You will see that their official partners include not only the UK Foreign & Commonwealth Office and Ministry of Defence (as you would expect - it's their show!), but also the US Embassy in London, the US Mission to NATO, the US National Intelligence Council, NATO and the World Bank Insititute.

Wilton Park also has a Corporate Membership scheme, whose founding members are:
Standard & Poors, BAE SYSTEMS, BG Group, British Sugar, BT, D Group, Diageo, Rio Tinto, RWE Thames Water, Science Applications International Corporation, Shell.

What sort of agenda do you think they support?

No matter how much they try to hide what is going on at individual conferences at Wilton Park, the whole institute is permanently dedicated to global exploitation and warmongering, full stop. It is thus permanently a legitimate target for any protest at any time, I reckon.

Wilton Park *does* have a positive history:

" One German participant has said of his time here in 1946: "I was a Nazi; I came to Wilton Park and it changed my life."

From 1946-8, more than 4,000 German POWs discussed democratic processes with visiting British intellectuals and political figures such as the philosopher Bertrand Russell, the social reformer Lord William Beveridge, and Lady Astor, the first female Member of Parliament."

I've spoken to the daughter of one of the Germans involved in 46, and she is still involved in Wiston House today. More recent events include Middle East peace talks which have brought together Arab nations, Israel and peace brokers.

Attack the event but not the institution.

Tom Steyning shows true colours in his second posting! The original article purported to be a genuine pro-peace call to protest against an arms conference. Unfortunately for Tom this has not been bourne-out by further investigation, and in fact the conference schedule would appear to reflect an objective humanitarian agenda.

Game's up Tom - nothing more than an anti-globalisation rant. As Sir Alan would no doubt say, "Tom .......you're fired".

Its worth remembering a few other facts about Wiston House.

At a G8 pre-meeting at WH on November 5th 2004 a protester has arrested and charged with assault of a security guard. About a year later in court it turned out the guards had fabricated evidence with the support of sussex police and the protester was found to be completly innocent.

It turned out at the trial that WH had sent a spy to a pre-protest organising meeting in Brighton after reading about it on Indymedia UK. They are probably reading this now.

The notorious private investigator grandmother Evelyn LeChene whose company reportedly infiltrated anti-arms trade group CATT a few years ago is closely linked to the organising committee of Wiston House. Evidence shows she payed a spy within the campaign group to pass on information to BAEs about prospective actions.

Although its true that WH did host a middle east peace meeting between Palestinian civil and Israeli miltary officials last year, the event was organised by Oxfam who simply hired the facility and the government/FCO has since buried the joint statement that came out of the meeting (it was, needless to say, highly critical of Israeli policy)

WH is worth keeping an eye on. The next time it brings in some war criminals for a chat we should make sure they don't escape without being arrested.
