In the city of culture, the real culture is excluded.
THE Duke of Westminster, Britain’s richest man, with the support of Liverpool City Council, The Stores Committee (the business elite – i.e. owners of city centre big business) and the police and private security firms intend to privatise a large part of Liverpool city centre. They intend to create what they describe as ’a new urban village’ with its own social laws and police force. The plan, which will see 35 streets in the heart of the city sealed off and redeveloped, has sparked anger among locals and civil liberty groups.
While the duke’s company, Grosvenor Estates, claims that the £750m redevelopment will transform the area for the better, before Liverpool becomes European Capital of Culture in 2008, his critics say the plans are an attempt to escalate the gentrification of the city centre, exclude those the wealthy define as ‘undesirable’ and make even more money for those who have been stealing off the city for years. And with the area having its own private police force this raises further issues, even for liberal organisations like Liberty. “This is a very disturbing development,” said Barry Hugill, a spokesman for the civil liberties group. “It raises concerns as to whether a private police force is going to decide who can and cannot come into a public place.”
Despite such objections, the duke’s plans are already well advanced. Grosvenor Estates recently secured from the city council a 250-year lease on an area that stretches from Paradise street to the Pier Head. The company intends to spend £100m on the compulsory purchase of all the buildings in the area. It will then create in their place a swish new shopping centre and a village of 350 yuppie flats, penthouses and town houses, all well beyond the economic reach of local people.
Among the places facing destruction are the Quaker owned ‘Friends meeting house’ and ‘Quiggins’ a rich culture haven for the young of the city, as well as second hand bookshops, cafes and other small businesses. One of the most sickening elements, however, is the duke’s plan to ring-fence the new community and police it using US-style “quartermasters” or sheriffs. Who will have the power to exclude local people from the area. The city council, already lapdogs to previous ‘developments’ that have feathered the pockets of developers and done nothing for the local population, agree with the aims of the project saying only that the regular police and other emergency services will be allowed access but the duke’s sheriffs will “maintain standards”. They will have the power to block off roads and prevent undesirables using facilities such as ‘pubs and shops in the area. Vagrants, skateboarders, unruly gangs of youths and demonstrators can all expect to be turned away at its entrances’.
A two-month public inquiry which ended last month heard that Grosvenor’s streets would have traditional rights of way replaced by “public realm arrangements” policed by “quartermasters” with powers to eject people. Private security companies have similar powers in shopping centres but it is thought this is the first time that they have been given the right to decide who walks through a city’s streets. Donald Lee, an Open Spaces Society spokesman, said: “When I asked city council officials why the new routes could not be dedicated as public rights of way, it was explained to me that the council and the developers needed to be in a position to ‘control and exclude the riffraff element’.”
Liberty is outraged and has instructed lawyers to find a way to mount a legal challenge. A petition of 150,000 has also been collected calling for Quiggins, to be protected from demolition. Even Mike McCartney, the brother of Paul and a former member of the Liverpool band the Scaffold, warned that if the developers got rid of Quiggins they risked losing the “soul and individuality” of the city.
Grosvenor Estates, which already owns swathes of Mayfair and Belgravia in London, claims that the development will bring big benefits to Liverpool. Rodney Holmes, Grosvenor’s project director, said: “People tell us they don’t come shopping in Liverpool because it’s dirty, there is chewing gum all over the place and pavements are cracked. We are developing a series of quarters for the area which will have security staff making sure that people maintain reasonable standards of behaviour.”
The city council is also a firm supporter of the project, which it describes as the biggest of its type in Europe. It sees it as a vital component of the city’s regeneration and says it could create 4,000 crap jobs for locals. While big multinational retailers have already committed to the scheme, it has meant the end for small locally run business. Planning permission has already been granted for the project but John Prescott, the deputy prime minister, is expected to make a final decision early next year.
It seems they are calling us to battle.

The Duke also bankrolls the Countryside Alliance to the tune of millions of pounds.

"The Duke, the council and Business elite to 'privatise' central Liverpool and exclude the working class."
Firstly, I would like to say that the scale of the development and personalities behind the development make this project one for "obvious" struggle between an outside developer and the native population of Liverpool City Centre. However, if we are serious about these issues we must also act when less profilic developers use dubious methods, as recently in the Myrtle Street area, through intimidation and bullying to acquire prime sites in the city centre.
I lived through the upheaval and tearing apart of city centre communities during the 60's and 70'. I, like many of my generation was moved out of the community I was born in (in my particular case "The Bullring" St Andrew's Gardens) to the outskirts of the city. Living in Deysbrook, Tower Hill and Huyton before eventually moving back to the city centre.
Promised, progress and better housing conditions, we left thriving communities to inhabit housing estates of alienation, a class ridden education system and forms of damp, mould and peeling wallpaper unique to those of us forced to live in Bauhaus architecture on the cheap.
Paradise Street Development Area - The Scheme can be found on the Liverpool City Council website with all the minutes of the meetings during the formation of this project. The main points of interest to me....
The council states that the number of residential apartments will be (364 units), ancillary accommodation, two hotels, ancillary facilities, 3,000 car parking spaces, new means of access.
The Compulsory Purchase Orders
The Council approved reports on the 13 December 2002 and 21 March 2003 in respect of the use of its powers of compulsory purchase on behalf of the developer, Grosvenor Limited.
The Compulsory Purchase Orders were made and sealed on 28 March 2003 and statutory notices have now been issued to all parties with interests in the order lands.
So who is the real culprit here. As Chomsky argues you cannot say it is a conspiracy when capitalists engage in capitalism, that is the nature of the beast. The real culprit here is the city council who are not fighting for "inclusion" of the local population in any development plans.
We get the council we deserve, 99 people voted in with miniscule numbers of votes bending over in deference to anyone walking into the city waiving a wad of cash. We on the left bear some of the responsibility discussion with friends in Liverpool yields that since the demise of Militant involvement in council elections is frowned upon.
Fine, but don't moan then if you end up with a group of local councillors without any "will" to stand up for the people of Liverpool in the face of people wishing to place restrictions on the liberties of ordinary person on the street.
If such liberties are restricted we should stand shoulder to shoulder to "fight" for our rights (for we have no option know the council has sold us out). However, we should not let any councillor stay in office that sanctions any limitation on the freedoms of ordinary people in Liverpool or cultural cleansing of the city centre. All councillors should have their records on these issues examined. All the minutes are on the council website. What can we expect leaving a vacuum for those currently signing the compulsory purchase orders.

How many years were the left saying 'vote labour' who were the groups saying for years - even when the tories were in power ' labour, tory same old story' - well mainly anarchists and non-aligned lefties - which is not to say we should then have faith in them. We should have faith in no-one who says they will represted us. When as any labour government done anything for working class people? Only they the state and capitlaism has felt itself under threat and when has voting changed anything??? even Ken Livingstone said 'If voting changed anything they would abolise it'. We need to start to build alternatives that we, the people, without so called representives, control - we need to start building our own media or own centres just like they are doing in Spain, Italy, Greece and other countries. At this point in time we should not attempt to give the system which is attempting to destroy us any credibilty, its credibilty is lost and we should act on that.

You say apathy is stage one being positive.
I say total apathy has led to empowering (Riverside) Louise Ellman MP (supports the war in Iraq, who support and defends the excesses of a brutal right-wing regime in Israel) and a group of Labour councillors who would place a smile on the face Margaret Thatcher.
I agree we should not expect anything from the parliamentary or council processes to actively do anything "for" us but the void allows certain interest groups at parliamentry level on foreign affairs and at local level on business and environmental issues to run amok totally unchecked.
Should we disengage because of having to engage in "boring tedious meeting and a boring slow system"
I am not advocating voting for any of the three existing alternatives if their are true "class" interests in this city which I believe there are then if that class cannot move by both building alternatives that we, the people, without so called representives, control - building our own media or own centres just like they are doing in Spain, Italy, Greece and other countries. I do not advocate giving credibility to the sytem but being aware that total disengagement allows for the present situation of us having Liverpool MP's who are "active" warmongers and some councillors that I personally think should be placed against a wall for what they do behind closed doors to the detriment of our class. It also grieves me to see many of our friends on the left hob-nobbing and arse kissing with these characters.
Livingstone is of course right, if voting did "really" change things it would be abolished. But, who would you rather have in his post Ken or Lord Archer. Louise Ellman or George Galloway so on and so on. I want all the things you want David Green but I would also like to see some effort in ousting some of the right wing (mainly Labour Party) elements on our Liverpool political scene and muster support and proposals for alternatives. This should be extra work as well as all the projects you spoke of David. But if we ignore this side of the struggle I feel it is a major strategical error on the part of the left in Liverpool

We must make politicians and the likes irrelavant. You can lobby Louise Elman for years and she knows as long as you are lobbying her you are playing her game, its when she is ignored and thousands of people wont listen to her reason. Politicians and the rulers still have power becasue we are conned by their system becasue we maintain it, becasue we play by thier rules. i.e. 'if you don't like it why don't you vote for someone you like, or get someone to stand who you like'. That's how the state etc has always bought people off, that's how they were bought off in the past, that's how soldiers coming back from the second world war holding on to their guns were bought off with concessions and promises by politicians. No government has ever represented the working class. And the quicker we understand that we need to organise on our terms, and the bigger we become, the bigger the fear they will feel and the quicker they will offer us concessions we have to be in a postion and make sure that this time we don't buy them.

This is not gentrification. Gentrification comes from the people who live in the area becoming financially empowered. This is colonisation and deliberate segregation.

The population of Liverpool is in steady decline, leaving more and more underdeveloped areas to crop up and become hotbeds of crime.
A secure area for affluent people attracts wealthy people to the area, increasing spending in the area and attracting major business, aswell as providing extra income for local businesses.
this then increases employement and employment prospects in several economic sectors throughout the city encouraging further redevelopment .....
creating an upward cycle for the entire city, benefitting the entire population with increased employment prospects and services.
