August 1996, Leeds was the only major UK city not to have any video surveillance system installed in its city centre. Seven years later however, Big Brother has
definitely arrived in town: Between 7 and 11 October, Bill Brown of the
New York Surveillance Camera Players stayed in Leeds, as the guest of the
Evolution 2003 Arts Festival.
In his short visit, Bill counted 153 cameras in the city centre. This occupies 16 square blocks, which means that there is an average of about
10 cameras per square block- a number bigger than the most heavily monitored neighborhoods in New York City and Chicago!
