Should responding to natural disasters be left to the whim of politicians and the media deciding what should be made a priority?

Why are some disasters forgotten, but others inundated with donations?

Why and how are aid contributions being used as a political tool?

Should countries be held to their commitment to provide 0.7% of GDP to development and a fund set up which can be used to respond to natural disasters when the need arises?

We can send money ourselves, but is there something more we can do?
