A group of boat owners (some of them yuppies who also own big homes in the town) have morred for free and now are being moved on. Some boat users have also been dealing Class A drugs from their boats and using the water for waster disposal.

It is clear that so far one side of the argument has received most attention: the plea of the cam boater not to be removed. I am sure there are a lot of details missing to get the complete picture. At the same time the summary of the issues as you present it (yuppies freeriding, Class A drugs, and water disposal) does not seems overly convincing.
Even if there are *some* yuppies or drug dealers the solution is not to remove a whole community of boaters. I am sure there is drug dealing going on in Romsey, yet advocating the deportation of everyone who lives there as a solution is absurd. Not everyone living on the river sees it as a hobby and many of the actually live and sleep there. Again the fact that some of the boats are second homes is no argument for sweeping everyone out.
Be aware of generalisations, just go down to the fort of St George, to meet and talk to the boaters. I am sure you will be able to get an authentic, and not stereotypical, impression of cambridge boaters.
